Core Philosophy

California’s government should operate like any accountable workplace: clear expectations, transparent results, and consequences for failure. My campaign is about bringing management discipline, fiscal transparency, and compassion-driven efficiency to public service — delivering measurable outcomes for Californians.

CalSure: A State-Run Insurance Cooperative

  

(Modernizing the FAIR Plan and California Earthquake Authority)

California’s insurance market is failing working families. I will establish CalSure, a modernized, state-run insurance cooperative offering a full, risk-based alternative to private insurers for home and auto coverage.

Goals:

  • Provide full home and auto insurance offerings priced on actuarially sound, risk-based models.
  • Expand eligibility and coverage limits so middle-class Californians can realistically rely on state-backed insurance.
  • Offer premium reductions for  verified risk-mitigation actions (fire hardening, climate resilience, safe driving).
  • Reinvest home insurance surpluses  into wildfire prevention, forest management, and climate adaptation.
  • Reinvest auto insurance surpluses  into statewide mass transit and transportation safety.

Safeguards: CalSure will operate with independent actuarial oversight, reserve requirements, and public reporting to protect taxpayers.

Immigrant & Worker Protections

  (AB 450, SB 54)

California thrives because of its workforce. I will defend state law while strengthening protections for workers and families who contribute to our economy.

Goals:

  • Expand legal aid, multilingual access, and wage-theft enforcement.
  • Strengthen farmworker housing standards and field-safety oversight.
  • Preserve access to education, healthcare, and emergency services regardless of immigration status.
  • Establish a statewide coordination and research body to identify lawful ways California can      assist residents navigating immigration proceedings and reduce unnecessary delays.
  • Use state funding incentives and transparency requirements to encourage cities and counties to disengage from federal contracts that conflict with California law.
  • Ensure law enforcement strictly complies with SB 54, with clear oversight and accountability mechanisms to protect civil rights and public safety.

Local Public Banking

  (AB 857, AB 1177)

Public dollars should serve public needs.

Goals:

  • Support cities and counties in establishing public banks under AB 857.
  • Keep taxpayer funds circulating locally.
  • Offer low-interest financing for affordable housing, small businesses, and infrastructure.
  • Create a California Public Banking Consortium to provide shared liquidity, risk management, and regulatory oversight.

Housing Reform

  California’s housing crisis is solvable with leadership and coordination.

Goals:

  • Fast-track affordable housing and adaptive reuse projects statewide.
  • Align state agencies to eliminate duplicative reviews and delays.
  • Use public bank financing to fund workforce-built housing.
  • Implement targeted tenant protections to prevent displacement while increasing supply.
  • Enforce competition and transparency laws to address excessive market concentration among large corporate landlords.
  • Establish a statewide vacancy and short-term rental tax framework to return housing to the long-term market.
  • Convene structured, state-led negotiations among local governments, housing advocates, and community stakeholders to unlock stalled projects.

Education for Modern Skills

  

Education must prepare Californians for modern work and civic life.

Goals:

  • Expand financial literacy, digital skills, and skilled-trades training in K–12, community colleges,      and universities.
  • Scale state-backed apprenticeships in green technology, construction, healthcare, and infrastructure.
  • Increase compensation for all educators and instructional staff, including K–12, higher education faculty, and classified employees.
  • Strengthen statewide coordination among K–12 schools, higher education institutions, and industry to reduce tuition costs and improve educator support through shared public investment.

Healthcare Affordability

  Healthcare is a human necessity. It is also a shared responsibility.

Goals:

  • Protect and expand Medi-Cal and California’s healthcare safety net.
  • Use the state’s purchasing power to negotiate lower costs and reduce administrative waste.
  • Increase transparency in healthcare pricing and insurance practices.
  • Pursue a long-term, multi-state pathway to universal healthcare, working with other states      and federal partners to achieve sustainable coverage expansion.

Civic Accountability & Transparency

  (Advancing the spirit of Prop 59)

Government must be transparent, measurable, and accountable.

Goals:

  • Launch a public performance dashboard tracking outcomes across all state departments.
  • Require annual independent audits and full digital budget transparency.
  • Hold monthly public briefings on spending, project progress, and upcoming decisions.
  • Advance campaign finance and ethics reforms to reduce the influence of money in politics.
  • Support voter-driven reforms, including ballot initiatives where required, to strengthen oversight, recall processes, and performance standards.

Public Safety

  Public safety must be effective, accountable, and community-centered.

Goals:

  • Rebalance public safety funding to include Community Service Officers trained in mental health response, de-escalation, and social services.
  • Implement Community Service programs statewide, with hiring rooted in the communities served.
  • Preserve core law enforcement capacity while reducing unnecessary armed responses.
  • Establish strong civilian oversight with real enforcement authority, including penalties for misconduct.
  • Reform statewide policing standards so repeated violations carry escalating consequences, reducing harm, misconduct, and costly litigation.
